Yeah, I'm low-30s but mostly because of skill-up abuse. Smithing, Alchemy, Pickpocket, and Illusion (hi Muffle!) all skill you up quite fast. I also found a spot where I could just sneak into a wall for a few hours all the way to 100. I'm not sure how much good is really does you, though, because the mobs scale with you, and you just end up high level with low combat skills.
